The fundamental premise in the creation of the concept was the strategy of preserving the urban fabric while ensuring the highest possible quality of use of the public, semi-public and private contents. Since the site is located at the intersection of various urban structures and at the intersection of major transportation routes, it was necessary to organize high-quality content for the closely connected users of the Croatian Lottery. Priority was given to the design of the internal system, enclosed and open spaces, while the external membrane was interpreted as neutral, providing natural sunlight and ventilation through its flexibility. With its predominantly elongated form, the building is oriented mainly north-south and to a lesser extent east-west. The main administrative spaces face north, towards the old town. The introduction of the atrium with its design solution has enhanced the interior of the building, with the whole central part of the building becoming the centre of the common spaces (service parts and conference rooms oriented towards the same central atriums). The organizational scheme is divided into three levels: the ground floor, the public floor, the middle floor where the business offices of Croatian Lottery are located, and the last (roof) semi-public multifunctional floor, intended for the employees of Croatian Lottery, but which can also be used by external users for various cultural public events.
